No. Simple as that.
The panel has a 50Hz/60Hz native refresh rate, so no matter what figure they give with the software motion processing*, the panel can only display either 50 or 60 images per second.
* With budget/mid-range TVs it's common for the motion processing rate to be quoted at the native refresh rate x2, so your 50Hz NRR panel has motion processing at 100Hz for 50Hz source signals, and 120Hz for 60Hz source signals. The motion processing rate though is purely an internal function of the TV, so in no way does it translate to the refresh rate of the signal that the TV can accept.
