Does newly applied TIM take a while to "bed in"

It depends what you use. Older thermal paste such as the Arctic Silver 5 required "curing" but generally these days, thermal paste will work optimally as soon as they are applied.
These include the Arctic MX-2/3/4 or Thermalright's Chill Factor II/III. I highly recommend the latter!
