Does noise insulation actually work much?

well, i have found out that the fan i got with my case is STUPIDLY loud and id like to reduce some noise that my pc makes. i was wondering if the noise insulation padding is worth it, or should i just buy some quieter fans and get some rubber feet for the case?

is there any really quiet 8 cm fans that people can reccomend? or some quiet exhaust fan for the pci slots?

and how should i have my fans arranged? i have 2 spaces for fans on the back and one on the front but its covered by the case fascia, so im not sure whether that one would do much.

if need be i could cut a hole in the side of my case and attach a fan there, but as im not very near idk whether this is the best thing to do. id also have to make some sort of grill so dust isnt brought in.

One more thing also! (sorry for all the questions, but id rather not annoy people by making like 100 threads!)

Is there any sort of foam stuff that i can put over the holes in my case so dust isnt sucked in? like, breathable clothy stuff?

ahh wow, tights! i never thought of that one. have to get my girlfriend to get them though! om not going into a shop and buying them lol. Geeky looking 19 year old buying tights!?!

as for the fans, thanks again, ill take a look into getting some. and i could invest in a fan controller too (maybe make one, im not sure if i cba)
