Does 'not detected in device manager' = faulty PCI-E Wireless card?

New wlan card, plugged it in to several PCI-E slots, not listed in device manager.
Installed Intel drivers for the card, retried, nothing, not listed in device manager.
Showed 'hidden items' in device manager, not there.

Is it dead on arrival? Anything obvious I'm missing or I can try?

Even if it's unsupported, it should still show up as an unrecognised device.
