Does orange box come with cs?

As per title really. A friend of mine wants to buy Orange Box and he doesnt have Counter Strike Source and was wondering whether if he bought it it would come with CSS (even though it doesnt say).

it doesnt come with CSS but i cant see why not as it came with the origional HL2 and that comes with OB, seams silly

cos its not a free game anymore, and i guess not part of OBs marketing plan, already giving you 5 games for the cost 1 anyway
