Does PCIe speed affect GPU overclock capability?

I've been overclocking my GTX 1070 to see what it can do (it's not doing well; see my other thread: https://forums.overclockers.co.uk/threads/gtx-1070-overclocks-terribly-under-water.18821072). In order to allow space for airflow and tubing runs, I'm using the card in the second PCIe slot which runs at x8 lanes.

After all this fiddling around, it's occurred to me - I wonder if PCIe bandwidth affects the maximum clock speed available? My gut feeling is that it shouldn't, but now I'm interested.

Anyone got knowledge on this? I guess I should try and monitor the PCIe bus for saturation?
 
Simple answer is no it won’t :)

Secondly, you’re not going to observe any real world difference between your current clocks, and an extra 100mhz.

Stop fretting and be happy with it :)
