Does Steam Backup include the updates of a game?

I'm reinstalling CSS but the updates are taking forever due to my slow net connection.

My brother has a fully updated version of the game. Would it be worth me asking him to backup his game and then install those files to my PC? Or does the backup only backup original files and not the updates?

what are you backing up to? its easier to just copy the steam folder tbh

Is it? Are the files not tied to my account or anything like that?
