That's the 6600K, not the 6600. The K is 200 MHz faster.

OP, it depends on the usage.

In games there's not much between them.

In Cinebench the Skylake is slower (Cinebench loves hyperthreading).

In x264 the Skylake is faster.

They both boost to 3.9Ghz though. So just the same.

Yes, probably, given you'll have a newer motherboard, ddr4 etc. Don't expect to actually see an improvement in day to day applications mind. Given its what 2-3 generations newer you'd be silly not to get the Skylake at this stage.
