Does the PSU make a difference to max overclock

I think you may get more stable voltages under load, but I think it's mostly down to the motherboard power design. At least if something blows up your hardware should survive.

Is it the XFX? I would have avoided because I've heard so many bad things about the 135mm fans, I hate XFX for customer service, the RMA I had was a joke, they sent my GPU back in the same condition, then the warranty expired, also took them ages to do absolutely nothing.

Stable voltage is very healthy for overclocking. :)
 
The PSU does make a difference yes, but not in the way you might think.

Low quality PSUs get hotter and dump heat into the case, and in most cases they are mounted close to the CPU cooler so can reduce the efficiency of heat exchange drastically. If you go for an 85%+ efficient supply you should have no problems.
