For a mate with an £800 budget for just the tower no screen or mouse etc..
He really only want to play DayZ and some older games, but he did mention CoD as well - Online that is.
I have no idea about AMD cards but Youtube tells me that card trades blows with 2080 sometimes.
He will be plugging into a 4K TV but not expecting to run newer stuff at 4K and also probably does not even know or care what 60fps is although I am sure Dayz may even run 4K 60fps on this?

Any thoughts on ideas to improve or just lower cost? He did mention he liked the idea of being able to upgrade down the line so didn't want to go too budget on him. At least with this he can upgrade CPU/GPU down the line and add a better Cooler etc.
