When I post overseas to Europe (via AM/AS), I am usually asked this at the Post Office. Does this mean "is it's a letter/something personal? (ie, not a gift or goods)"

And why do they ask this? BTW this isn't a customs declaration. I fill them out for outside EU and you state what it is eg, DVD Movie, mp3 player, cosmetics
 
There are/were different rates for letters and printed matter such as magazines. The letter rates were more expensive.
I had this a lot when I used to send mags to a US friend.
 
aye, iirc in the states there is a distinct difference in pricing for "media mail" compared to normal stuff.

Also here used to be a rule (I haven't sent anything this way for years) that things sent abroad as "small parcels" could not contain more than five words of text. Again, this was because the rates for these were lower than letter rates.

If it's a letter they rape you in charges for some reason. Thank god for email.
