have you changed any of the settings in the bios speed stepping needs to be turned off, then you can play about with setting for ocing should be able to get about 4.5Ghz on stock cooler
 
Once you stress the processor, by using something like prime95, it'll speed up to a higher frequency - whatever you have set in the bios as the overclock. It's Intel speedstep slowing the processor down when it doesn't need all the processing power.
 
your multiplier at 16 is because of intel's speedstep energy saving feature. When your pc idling or not doing anything demanding it will lower the multiplier to 16 so your cpu runs at 1.6ghz. When it comes to a more demanding task the multiplier will rise back to it's normal multiplier of 33 or when turbo mode is engaged, 37.
