Yep. If you're concerned by the low core speed, that's just Intel's Speedstep kicking in to save power. If you stress the cores you'll see that value increase.

Disable Spread Sectrum in the BIOS if you'd like the Base Clock (Bus Speed) to be a nice round 100MHz.

mine never does that, im on a p8p67 deluxe and mine is always at stock, how do i enable speedstep or is it always on and an intel thing?

Stress the processor. Run Prime95 or IntelBurnTest will do that nicely.
