Nothing wrong with the load temps but I would say the idle is a bit higher than I would like. If it helps my Gigabyte WF3 7950 is currently idling at 26c on 30% fan @ 0.805v.:)

This is my other card that is the linked card in Xfire.

When I run this one on its own I get similar results to as in rectangles rather than graphs which look drawn by a toddler with a crayon.

I am running 3Dmark11 with GPU-Z running.

I mean how all readings are all over the place rather than steady lines as shown in my other card.
 
Well the second card will clock down in between tests as it isn't needed for the loading screens. It should then clock back up upon the test starting.

What is your 3DMark11 score when running Crossfire? It should be around 20000-22000 ish on the GPU score... If it's around that level then it's working properly.

When I run the 'Good Card' on it's own it also gets stable graphs in the results.

One of the 7970's gets 9800 ish and one gets around 8000. In Xfire(if it manages without crashing because of what I think is the bad card) i get about 16 000.

Apparently according to reviews these are about right in terms of results for my model cards.

Also the good card gets the expected values when in 3Dmark11(e.g VRAM, clocks e.t.c) where as the bad one apparantly only has 1GB VRAM (they both still get the expected values in GPU-Z though).
 
16000 is way too low a score and your second card does look like it's not working correctly.

The picture of the second card is at Idle. I get about 9800 in 3dMark11 for it on its own, which is apparantly above average for the card. Also not OC'd my CPU while undergoing GPU issues whcih will lower my score a little bit.
