Does this seem right?

I got around to overclocking my i5 ivy last night to 4.5ghz with 1.190 vcore stable for 2hr+ on occt. However I have 2 questions that are worrying me.

When I use CPU-z it reads my vcore as 1.200-1.212 vcore when I'm at full load. Why is this? I set llc to extreme so should that stop this jumping so high?

When I read the graphs from my occt results, on the clock frequency graph it shows my clocks dropping down for a few seconds every 10mins. Is my CPU throttling? Or is this how occt works?

I have turned off all the speed step stuff in the bios and the other option that causes you CPU to throttle when temps get to high.

If you need more info I can post the graphs up later and find out what I have turned on and off in the bios.

I no its not the best temps. I have an 212 evo. But I'm in a small room under the stairs. But I just thought as long as I keep it under 80c in occt I should be ok because gaming shouldn't make it as hot as that.

Does it look like my cpu is throttling? If so what could be causing it as I don't think it's the temp as I'm sure I turned the temp throttling off in the bios?
 
Ok I have set llc to high and my cpu idles at 1.188v ( I set it to 1.190v ) and fluctuates between 1.188v to 1.200v which so far seems much better as temps seem better (hottest is in low to mid 70c ) just gotta see if it's stable.
Also I just checked and is wasn't the cpu frequency fluctuating. It is the cpu usage that drops to about 75% for a few seconds every 10 -15 mins. Is this normal?

How do I use these offset/dvid. Like say at the moment I'm running my CPU at a 1.200vcore with high llc which keeps it solid at those volts. So do I drop the vcore down abit and add some offset?

When you say CPU voltage do you mean vcore.
And when you say set it to normal do you mean auto so my motherboard regulates the vcore? Sorry I'm a complete newb, but I am learning so much lol.
 
Ok thanks mate. So if I set those settings on my bios. Then change my offset to something like +0.020 or is that to much? Do I have to drop my clock ratio back to stock and work up or can I leave it at 4.5ghz and change all these settings without to much trouble?
