Does this sound like a graphics issue?

I yesterday got a new system delivered. I assembled it, and when I finally got a picture showing (after a lot of tweaking) there were horrible artifacts everywhere. This carried on into the XP installation and now that I've tried to install graphics drivers, the system crashes and reboots on Windows loading.

Just to confirm - does this sound like a graphics issue rather than a motherboard one? I was very careful with my card and installation; it looks like I've been sent something borked.

The card is a 3DFuzion GeForce 7600 GS 256MB DDR2 TV-Out/DVI (PCI-Express), the mobo is a Gigabyte GA-8N-SLI Pro.

so you haven't actually managed to install any graphics drivers yet then?

Installed 'em, computer crashes as it boots up with the new drivers. There are artifacts througout POST, BIOS, boot-up, all over the place. Makes text almost unreadable.

I thought it might have been insufficient power - I've been reading that a lot of PCIe cards need an additional connection from the PSU, but this card doesn't have one. My PSU is 400W.
