Does this sound like psu problem?

A mate of mine's pc has started taking a long time to boot up. Basically, the pc gets to the windows loading page with the coloured bars moving left to right, and hangs there for a long time, causing him to have to press the reset button. he does this about 6 times and eventually the pc boots up and works fine. He has since replaced the mobo, hardrive, checked the memory with prime95 for about 12 hours, so it doesn't appear to be any of those.
Any ideas?

No doesn't sound anything like PSU problems tbh, I think a simple windows re-install will do the trick.

it could be hard disk problem

dont hold me to this but it sounds like the GFX. I know that sounds wierd, but i had those symtoms once. Turns out the fan had stopped on my card.

Just my penny of advice
