Does this sound right?

I've got a PC form england that I just tried to get going, the PSU is dual voltage but I have plugged it into my plasma tv and Im not getting anything, it boots up but nothing shows up on the tv.

I checked the voltages and I'm getting 4.18v and 9.5v out of the lines.....are these a little too low?

I also cant feel the hdd spinning up?
 
I thought this might be a problem, it's a 50 inch plasma but I dont have a monitor to plug in to get it set up first.

Is this the likely cause?
 
I had this same problem not long ago, it's coz you're pc is set to a resolution you're plasma does't support. Boot into safe mode and then adjust the resolution.

He says he gets nothing, if it were that then he'd at least get the BIOS.
 
You said you have the PC from England, I assume it's been transited across the pond?

Try unplugging and plugging in everything thing again - something may have come loose. Check it's all ok.

Have you tried with another moniter?

When nothing appears on the screen it may well mean the motherboard has croaked, or something's wrong with the RAM (e.g. try re-inserting it, 1 stick etc. etc.).
