Does Time Machine only run when an admin account logs on?

I just logged onto my Mac Mini for the first time in a few days and noticed that Time Machine hasn't run. Does it only when the logged in account is an administrator account?

I don't think that's right - I'm sure it runs as it should every hour on my Mum's Mac mini, even though her account isn't an administrator account.

I wonder if it only reports the last time it backed up using the specific account - I logged on with my daughters account to install a game for her and after a while I noticed the TM icon spinning and it doing its stuff.

The machine has been used since I last did so I know it's not just been sitting idle.
