This might be a really stoopid question, and apologies if it is, but I understood that Windows 7 came without Explorer.

I ask because a brand new laptop (Win 7 Premium) that my next door neighbour got for Xmas definitely does have IE8 on it.

Yes it does, and if it's 64 bit it includes both IE32 and 64bit versions. The only thing it doesn't include is Windows Mail, you have to install your own such as MSN Messenger.

It was proposed not to. But ended up being in it after MS had their proposal to change and apply a ballot screen later accepted.

yeah i was under the impressoin it wasn't going to so was shocked to see that it did. i read something the other day though that they will be listing something like 30 browsers when first installing so unsure what's going on

MS got slapped by the EU Commission for not providing end users with a choice of browser.

MS proposed 'E' editions of Windows to be sold in Europe without IE.

We all profited from cheap Windows 7 pre-orders because the proposed 'E' editions wouldn't allow in-place upgrades.

'E' editions of Windows caused lots of confusion for end users and OEM's, so MS proposed a 'browser ballot' screen instead.

This was approved by the EU Commission, MS shipped Windows 7 with IE included, and the browser ballot will appear via Windows Update in the new year.

We all lived happily ever after.
