You only gain a few degrees lower temps by adding the extra set of fans so most people don't bother.

Extra fans make more noise at same rpm cooling a few degrees better than single fan.
Single fans spinning a little faster to be at same noise level as push/pull fan cool the same. Same dBA = same temperature. So only time you get more cooling is when fans are at full speed.
