Domain transfer question

Can anyone throw any light on this domain transfer query? I have been told that providers are not permitted to charge for the transfer of .co.uk domains. Is this true?

You can charge for whatever you like, its a service industry.
Most places typically charge you for a renewal on the domain.

I think he means to transfer out. It still applies though, they're within their rights to charge although I believe it to be a somewhat underhand practice considering the entire process takes all of 5 seconds.
