I think he actually meant USB 2+, not specifically USB 2.

Taking that as the assumption, and that he's advising not to use USB 1....have you ever tried transferring 4.5GB at 12Mb/s (1.5MB/s)?

I thought maybe for some reason USB 3.0 caused issues
 
USB 3.0 does cause issues sometimes, Win 7 more than 8.

Like I can use the Intel USB 3.0 ports on the board but if I used the chipset 1s I have had issues. Probably rare now with 8.1 but it has definitely happened.
 
No, I said USB 2 and I meant USB 2. I've had major problems installing from USB sticks plugged into USB 3 ports because the USB 3 driver has not been loaded.

Me too, I did a clean install of Windows 10 a few weeks back and it kept asking me to load the drivers, with it being installed onto a RAID volume I thought it was the RAID drivers it wanted. I spent an hour plus fussing around trying to get it see the drivers until I realised the Windows setup couldn't see the USB drive I was using. Then I realised it must be something to do with USB 3, as I'd built a new PC and it was the first time I had a case with front mounted USB 3 ports.
 
I have installed windows 7, 8.1 and 10 from USB 2 and USB 3 ports using USB 2 sticks with no issues at all.

if I use windows 7 I extract the ISO to a bootable stick and then boot from it, same with windows 10. windows 8.1 I use the tool which does everything for me
 
You can put the files on the SSD and use diskpart commands so when it boots it will automatically install Win to the same SSD.

I had to do it that way as I didnt have USB/Optical drive
