I just built a new rig here are the specs
Mb: Asus ROG RAMPAGE VI EXTREME LGA 2066 DDR4 EATX Motherboard
Cpu: I7-7820X
Gpu: Gtx 1080Ti SC Hybrid
Ram: G.Skill Trident Z RGB 16GB Kit DDR4 3200MHz
Psu: Corsair HX1000i High Performance Series (1000 Watt) 80 Plus Platinum Atx
Monitor: Asus Swift PG278QR
Ssd: OCZ-Agility3 and Crucial_CT480M500

The problem i am having is i get frame spikes or it runs poorly on nearly every game i play. on some it does not matter what graphical setting i use. on a few games i scroll through the menus and it lags. i am not sure what else to do other than take it in to my local pc store. i have ran memtest86 many times no errors. i have ran intel burn test all but extreme passed. i know its not my gpu as i have ran it on my older rig.

Latest Win10 patch is giving people issues.

are they new drives
windows installed with both drives connected?

tried disabling superfetch/prefetch?

last year I had awful stutters until I disabled those.

or you could run task manager in the background see if it picks up any spikes

had both drives about a year now and both are connected. just trying superfetch/prefetch now.

For some momentary spikes monitoring DPC latency could give clues if say some driver is misbehaving.

Superfetch/prefetch fixed the poor peformance but still got the spike ever so often. Much more barable now I have frames. Just need to figure out that now still need to run that app esat mentioned.

yea it took me a couple of days to track the superfetch problem out when I had it..stutters every 5-6 seconds making gaming impossible even tho I was on ssd drives only.
