dots caused by graphics card?

If you look at the pic HERE you can see some dots on the screen.

I get these sometime but if I refresh the page they disappear. Sometimes the display goes scrambled and the pc will freeze for about 5-10 seconds then the display will be ok again and the pc will unfreeze

Is this a graphics card problem? I'm using a non oc'd 6600gt agp

Same thing that was happening to some of the 7900GT's.

i have a 7900GT and it has just started to scramble the screen and won't recover i have to reboot.

is it def the card or a driver issue?

didn't do it before i put vista 64 on.

i have downloaded the latest drivers and still does it!
