Downclocking under Prime

Just picked up a second hand i7 2700k, Thought I'd give it some overclocking, nothing crazy just around 4.5Ghz.

The problem I'm having is the speed is fluctuating between 4.5 and 3.5 when stress testing with Prime.

Its the BCLK that is changing, drops from 100 to 77.8. Not the multiplier

Temps are ~60 degrees

So far I've tried.

Raising power limits and duration to maximum
Spread spectrum auto/off
Increase PLL voltage
Checked VRM heatsinks temperature best I could (held finger on them when priming :P)

Any suggestions?


EDIT***

Just watched CPU-Z whilst Idl on desktop, and the BCLK drops every now and then to 77.8, So its not just under stress its when IDLE to.
