I'm on a 20mb connection, and when I run a Speed Test, it's displaying below 5mb and the ms ping is: 311ms ping and I was told by my ISP it should be around 60-70ms ping, How comes I am running that much? Would it be something on my pc and if so, what???

overloaded exchange. I take it it's adsl.

Nope, it's Cable. I have spoken to the technical support 4 times, and they told me to run speed tests for 2 days, at random times, and i got results from 512kbs up to as high at 6mb, some days i would get 18-19mb but very rare.
They originally said I was on the wrong server, but then turned out I wasn't, now they don't know what is causing it.
I'm going to run another speedtest now and upload the .jpg of the results...

Being capped? I left VM because of this, went back to Be* same speeds every time of the day I personally found VM cables service very flaky especially there 20Mb service I was the same as you only got the full wack once in a blue moon and shocking pings.

Best posting this in the Internet section, maybe a mod will move it for you should get better responses in there.

It will just be your contention ratio. VM only have certain speed line to share between you and your neighbours and your contention ration will be something daft like 50:1 for instance 20x 20mb customers than what ever the other speeds are will all be sharing one 100Mb line back to the isp so the chances of yo achieving the max speed is slim. I made hose numbers up but that will be what is going on.

Nothing you can do about and it is one of the reasons why business broadband is more expensive as the contention ratios are much lower

I have just ran 2 speed tests, and at the min they seem to be around the 11-13mb mark, and I know during peak periods it drops slightly, but sureley not this low???
Out of peak, 11am this morning, I was getting 4mb :S

Anyway, here is the results from 2mins ago...Do you see what I mean by the ms ping speed...

I have already asked if I could have had my connection capped and they said they have checked that as a possiblity and they said it hasn't and they don't understand why it's losing several mb. They still think it's something to do with my PC.

They told me to go to there server to download a large file to see the speed and it was coming back about 1.90kbs and they said that's absolutly fine, thats 20mb :S

The files are empty mate, there used to monitor the download speed, what speeds did they download at? Take a screenshot of the download transfer and post here.

Ah okay, still a good speed granted its not the full 20Mb.

Does it level out at 0.97MB/Sec? try one of the big 100Mb files and see what the transfer rate is.
