Downstairs toilet smelling

I had my downstairs floor tiled including the WC back in January, I need to get the tiler back to sort a tile however plumbing wasn't his forte.

There have been no problems with the radiator he replaced or basin he refitted however there has been a mild 'sewery' smell in the WC. The toilet itself doesn't smell and is cleaned regularly.

I do occasionally notice the odd drop or two of what can be described as a waxy type substance on the floor just behind the toilet, the pipe coming out the back has a bit of play in it and could probably do with being a bit further down in to the floor.

I'm fairly practical and happy to have a go at fixing this myself because quite frankly I don't want him fiddling knowing he isn't particularly proficient.

Hopefully someone in the know can tell me what's required,

Looks to me like the original fitting was further on as you can see by the line which is probably vaseline.

Is the white pipe just in the grey or is that just a shutter for the tiling?
 
I pushed it further on recently (to see if this would help) where it is now is where it has been for most of the time.

The white pipe is sitting in a seal inside the grey collar, though as it's tipped slightly forward, crushing the seal at the front and not so much at the back, it could be the/a cause.

I think both entry to the floor and also out the back of the toilet need addressing due the fact it's 'dripped' vaseline intermittently (note not after flushing).

Maybe a couple of times during the week, generally it's fairly infrequent.
