Dreamcast Games On Live?

A friend of mine has just told me that Microsoft have bought the rights to Dreamcast games and that they are going to be appearing on Live for between £5-£10 each.

I'm not sure about this as surely they would need some kind of Dreamcast emulation and even on a box as powerful as the 360 it would make for some slow and choppy gaming?

Can anyone shed some light?
 
I know Sega are supposed to be annoucing the rebirth of the dreamcast on the 16th of feb, but I think its Japan only.
