Dreamweaver template issue

Afternoon, right I've got my website layout virtually as I want it and have created a dreamweaver template to use throughtout the site. The problem is when I create my nav bar in the template, I don't get the option to add a pop up menu for it, the option is greyed out If however I create a blank html page and do the same its fine.

I've also tried setting it up in a blank html document and then when the nav bar is setup and working, saving it as a template, but when I create a new page from that template it still doesn't work.

Any ideas?

is the nav bar area of you template set as an editable region ?

No it isn't, as it doesn't need to be altered, although I'm pretty sure I've tried it this way as well.
