Okay so I installed 10.4a on a fresh install of windows 7 64bit, everything went perfectly everything worked great, I decided after reading reviews of the 10.8 drivers to give them a shot, uninstalled the 10.4a and installed 10.8 and everything is good except the backlight on the screen has dropped down and everything looks dull and washed out, I have tried the colour adjustments on the monitor and on the ATI drivers and it doesnt come close to how it was on 10.4a.
I have had this issue before when changing drivers and cant seem to find anything about it on the web which is frustrating its like the backlight on the screen has dropped 50-60% in intensity.
