Driving Laws!

Hey, right guys i dont know weather this has been posted, but i heard the driving laws are going up 2 18, on the 1st jan? can they do this as i been saving up for my tests for a few months and i already bought my car!

that is from guardian, they say it could be? so does any 1 actually know if its goes up or not?
