Driving licence issue number?

so, I’ve had in my time 9 licences issues to me. On my photo card at the end of the licence number I have the issue number ‘09’.

The information I can find online says that the number increases each time a new licence is issued.

Pretty simple.

However I work with somebody who’s issue number is 83. He has only ever had 3 licences issued.

My brother has 36. He has not had that many licences either...

The only thing I can think of is if the number goes up by 1 for each licence but can start at a random number?

Or by coincidence, they have both been victims of fraud?

Any ideas?!

Possibly increments on anything that updates the licence data since it began, new categories added/removed, change from provisional to full, points added, address changes, change from paper to photocard, could be lots of things it increments on.

Mine's on 49 and I've only ever had 3 cards in my lifetime so my first started on 47. Does indeed seem the initial number is a random one.
