Driving through London for free - confused. Please explain (re: recent changes)

Right so Boris has abolished the idea of introducing a £25 charge for cars that emit more than 220 co2s (or is it 225?).

He's also abolished the idea of allowing cars that emit less than 120 co2s free entry into central london - correct? http://news.bbc.co.uk/1/hi/england/london/7494495.stm

From what I've found, the only cars that will be able to drive in for free will be cars that can do so under the "current scheme".

Um, what's the current scheme? Is it simply all "alternative-energy" vehicles get free access? i.e. priuses, all lex hybrids, and all lpgs cars?
