Driving without a license in a public place?

Hi all,

I'm just wondering if anyone can point me to any information regarding someone driving around a holiday resort without a license?

I'd like to know specifically whether this is classed as a public place, and whether it is within the law for them to be driving their parents car without a license (whether relevant or not, the age of 19).

Thanks guys, and this is not the typical my mate got caught, no ones been caught and those of you who I speak to regularly will know I myself, have a license :)

He wouldn't be able to drive in any area that public access is available. Private land that is closed off is about the only place as far as I'm aware.

This basically, includes private car parks etc that the public have access too.
