If there are no dead pixels and only blue and green are showing, it's probably a torn ribbon cable. But you may not be able to get to it without messing something else up even worse, or having a gigantic puzzle on your hands.
Since the screen still shows a picture and isn't cracked, yes it's fixable, but only by someone who knows how to disassemble, solder and reassemble these types of things.
Vega could probably fix it if you contacted him, but it would cost you, I bet. If you paid less than $200 for the monitor, just buy a new one. Then take that one apart to learn some new skills
