Games have inbuilt flashable sections that allow you to save directly to them.
The only thing that you can get to go in the other port is a rumble pack.
But I have a feeling you want to load things from your pc, the only nearest equivalent is an unofficial GBA media player cartridge or a play-yan that can read movie files and mp3's from a GBA cart which you stick an SD card into.

The only other legal option is the GBA/DS Action replay which can/does copy the save games to either the AR or the PC (just the save games).
