Well it'd seem my suspicions are confirmed about something. I just updated a computer with a DS3 motherboard and BIOS F7 to BIOS F12. Before the update, literally 5mins, the board was reading the E6600 it had at 55C/56C idle and 71C+ TAT load temps, this is in TAT, Speedfan and Coretemp mind you. After the flash, it now reads 44C/43C and 54C/56C max TAT load
Nothing was overclocked to begin with and EIST etc. were and are disabled. I've noticed disparity with temps with same BIOS/same rev mobos, same cooling etc.. this confirms that maybe something is in between the die temp and the programs such as TAT etc.. or maybe something is changed in the vcore smoothness with the BIOS update or something weird like that! I've noticed this disaparity with same board/ different BIOS before but nothing as drastic. Vcore was manually set to 1.325v in both cases so its not like the previous BIOS was set to overvolt.
