I have a 8mb connection at home but can only get 2Mb at work with a 256k upload speed. I called BT to get it upgraded but they said they can upgrade it to 4.5Mb but the upload will stay the same (256Kb), unless I upgrade further to 'network services' which is £100/month, yet my home connection, which I believe has an upload speed of 832Kb doesn't cost anywhere near that, but not on BT.

What BT charge their business customers is quite different from what they charge their consumer users.
Maybe tell BT to go do one and sign up with someone like Zen?
Zen Office 8000 is £40/month + VAT and for that you get 50Gb of data and 8mbit/800k speeds.
