Dual channel not working

You need to have one stick in A1 and one stick in B1 for dual channel to work. Or one in A2 and one in B2.

So if you do the above, the system won't POST?
 
Have you tried resetting CMOS? Some motherboards support setting separate settings for each channel, this might rule out any discrepancies.
 
Try reseating the CPU.
The memory controller is in the CPU and either the B channel is faulty, least likely, or the pins on the CPU Socket are not connecting properly.

Also this problem can be caused by over tightening the heatsink mounting screws, try slackening them off.
