my brother in law has a amd 2.4 dual core and he has said that one of his cores is doing all the work and the other core is virtually doing nothing until the other hits 100% then it starts to run! does windows xp have a setting to split the workload 50-50?
 
Windows knows what it's doing, you should leave it too it. Many programs don't split across both cores, running on one while background processes run on another. Windows will automatically load balance as well as possible.
The only thing that might be worth doing is to install the AMD dual core optimizer. This applies only to windows XP, and may lead to better load balancing but some people never bother and report no problems.
 
I agree fully with what the others have said, let windows do its thing. But I did use the amd dual core optimiser when I had an amd system and I thought it loaded the system more evenly, but it didnt improve performance noticably :S.
