Dual CPU setup vs i9 setup?

Need more information to answer this question, primarily what the purpose of the machine is. For highly threaded workloads, AMD's Threadripper or EPYC is likely a better solution.
 
If you are spending about same amount, which would be better?
Depends on what you will be using it for and what CPU's will be in the dual system setup. Are you planning on buying these from someone or will this be a self build? Doing a self build getting with a Core i9 would be far more straight forward then trying to build a dual socket system which going into server and HPC territory.
 
What is it for is the biggest question. I am assisting in many fields of business testing many applications on such boxes.

We are heavily into formula one, stocks and shares, vfx, construction, fluid dynamics, all types of design and simulation, law enforcement and anti terrorism as just some examples.

Have you ever tested any Oracle products? We use release 12 EBS and obiee (Database) at work amongst other things, for best results what hardware do you for best results for an application that's being used by over a hundred users?
 
It really does depend on the configuration. Obviously core for core i9 is faster as its clocked higher in every area.

How many boxes does your company need because we can come in under nda if necessary and test this for you. So you know your purchasing the correct hardware.
