Dual GPU Cards & Memory Access

Anyone know why memory on a Dual GPU Card such as a 295X2 or a Titan-Z can't be shared by both GPU's? Do you think this issue will be resolved in future hardware?
 
It's because both GPU's are working on different frames (mostly) or small parts of a large frame so they both need access to all the assets in their VRAM to be able to render the page.

If it could be solved.. Well, they could use a shared pool of memory but that halves effective memory bandwidth and causes big coherency headaches so I'd bet the current setup is much much preferred.
