Dud MasterLiquid ML240L?

I just installed a MasterLiquid ML240L RGB on my ryzen 7 1700 and the temps are going from 50 to 70c idling,the pump makes a little crackling sound every now and then, and the fans are very loud! something strange going on here

Taken the plastic off of the bottom cold plate before installing?

Yeah, it gets the temp down to 40 then fans start spinning loud and the temp goes up to 60, then cools down again
