Does a PC have to be built with an internal DVD in it?, or could I do build with an external USB DVD R/W drive, reason I ask is that I am building a HTPC and want to hide the box and just use an external drive.

For initial fresh install you may need to connect internally, after OS is installed you can leave out

No such thing as dumb questions.

Most modern motherboards will allow you to install an OS from an external CD drive. Just need to change the boot order in the BIOS.

Can install from usb instead. I don't have an optical drive in my computer

I've regularly built PCs from a USB DVD drive. Laptops and HTPCs, is no problem with a modern BIOS.
