I've created a DUN using 0,38 as the phone number so that I can avoid using AOL's awful software.

The problem is that anything works as the password. I just found that out by realising that I'd typed one of my other passwords in but still connected fine. I've just checked it - anything at all works as a password.

Is there a way to configure it to actually require a password?

Short answer: No.

Long answer: Not unless you can force Windows or the modem to require a specific password. It's unlikely BT Wholesale or AOL will reconfigure their setup to require a password just for you - they're already authenticating by the username and phone number...
