Is anyone else getting rubbish speeds and huge packet loss in the Dundee DD4 area at the moment?

I'm on 10mb conenction and getting 27k/s from the blueyonder ftp site, I called and spoke to Tech suport last night, who initally wanted me to call their 0906 premium rate number, this was before even trying to trouble shoot the issue! After 50 mins on the phone they admitted it wasnt my PC, my norton internet security, my ethernet cable or anything else they had tried to blame the problem on at my end.

If anyone has any info on the issue in Dundee please post here as I'm not getting a bit of usefull information from them.
 
I'll reply to myself in case anyone in the DD4 area should bump into this thread.

BY tech support tell me the problem is with the UBR's of which there are 4, currently 3 are showing in excess of 90% utilisation and 1 is around the 60% mark. This is actually the same problem that affected this area when the 10mb network upgrade was rolled out a year ago. As for a resolution they are unable to give any indication of a time line.

It seems that there is first line tech support, who beyond basic testing deffer to 2nd line support, these mythical individuals are never actually spoken to in person but are able to diagnose network issues, now once the issue is identified its passed to another department, this department then dont seem able to communicate back any information, either that or they are not willing to say "Yes we know about it but were unwilling to do anything about it".

So after 3 hours of phone calls in the last 2 days, I have got a small reduction in the fee I'm paying, found out that BY are aware of a problem, and have no idea if, when or how its going to be fixed.

If your reading this and thinking of joining Blueyonder/NTL/Virgin then please think again as whislt everything is running smoothly you will be delighted with their service, when it goes belly up, expect sub standard tech support who will try to palm you of on premium rate numbers, then blame your PC, then your firewall, then your ethernet cables, in fact they will blame anything except their own network.
 
In birmingham?

There are 4 in dundee DD4 area no's 1- 4 (not being funny either, they dont always run in order)
