DVD and AVI plays sound but not picture

Hello,
My brother has rung me saying his PC is refusing to play almost all video.

With DVDs, he gets the sound but no picture. He's tried using PowerDVD, VLC and WMP with no success.
With Avi files it's mostly the same problem but he got one or 2 working.

It is parts from my old machine his IT guy at work recently put together and installed for him and my bro thinks he updated it properly with chipset, VGA drivers etc. Windows is a fully updated & legit copy. I know he's tried a couple of different codec packs to solve the problem and he says he uninstalled them when they didn't help.
I'm wondering if they're still causing some conflict but that wouldn't explain why stuff didn't play in the first place.

Can someone give some ideas as to what to try next? Thanks

WinXP
AMD 3200+
Radeon 9000

I've got a bit more info off him now. He's sure any codec packs didn't have any effect and they are all uninstalled now. Plus that shouldn't affect DVD playback anyway and VLC doesn't need codecs.
He's got Radeon 9000 graphics in there with reasonably up to date drivers. He says practically nothing has played with the system since it's been set up.
So what could be causing it? It's got me stumped, is there going to be just one silly setting he's missed that could do this?

I had a similar problem with VLC a while ago, and someone here posted this usefull info

Launch VLC and open the Setting tab, click on Preferences. Make sure the Advanced box is ticked in the bottom right corner.

Expand the Video Preference, expand Output modules and click on DirectX. Unclick the option "Use hardware YUV -> RGB conversions".Click back on Output modules and on the drop down box, choose DirectX video output.

Save preferences. Restart VLC.

This should correct the issues. If it doesn't, please redo the same steps and try the DirectX 3D output.
