A good choice of 19" panels are vga, and tbh i don't see any difference in screen quality over a dvi model.

in most cases it is a lot better than vga but some manufactures like LG for example make sure the vga is just as good as the dvi so that customers dont have to put up with inferior quality for not using dvi

I was once told ....... and I dont know if this is right or wrong so put the stones down NOW ! .... that you wont notice the difference until you start getting into higher resolutions ?
 
in theory, DVI should offer a sharper picture since it is a pure digital > digital connection. However, modern VGA interface chips are of very high quality and often it is very hard to tell any real difference in practice. If you have the choice, then you might as well use DVI though
 
I bought an Acer 19" VGA, I would have got a DVI model if my graphics card had a DVI output. In the long run it would be a good idea to get DVI.
