If i buy one of the newest PCI Express cards with the DVI dual connectors, will i need a VGA/DVI converter for my DELL monitor or will i need to upgrade to a nice new shiny digital monitor?

Use it as an excuse to upgrade. DVI does give a slightly better image.

Depends on the monitor, it sometimes does but there are a lot of moniotors where VGA gives a better pic, although there are more that give a better pic with DVI now, that wasn't true a couple of years ago and its not a 100% rule.

depends on the graphics card, and the capabilities of its output.

My work PC used DVI, but it was too bright, so I had to switch back to VGA to regain control of brightness/contrast.

But then my PC does have a Radeon 7200!
